Position: Program Counsel
Reports to: Executive Director, Anti-Doping
Classification level: M3
This role will remain open until October 1st, 2026 or till a successful candidate is found, whichever comes first.
Position summary
The Program Counsel provides expert legal guidance and operational support primarily within the Canadian Anti-Doping Program (CADP). The role provides guidance to senior leadership and program teams throughout the results management process, including investigations, assertions, hearings, appeals, and anti-doping tribunal proceedings. The position works closely with external legal counsel and contributes to the development, interpretation, and implementation of the CADP, while monitoring domestic and international anti-doping jurisprudence to support consistent and defensible decision-making.
The Program Counsel also provides legal support to the Canadian Safe Sport Program (CSSP) and Canadian Program to Prevent Competition Manipulation (CPPCM) as required.
Duties and responsibilities
Canadian Anti-Doping Program (CADP)
- Provide legal coordination for cases when Sport Integrity Canada is the Results Management Authority, including acting as in-house legal counsel at tribunal hearings;
- Review and assess evidence to determine whether rule violations should be pursued;
- Provide recommendations to the Executive Director, Anti-Doping regarding whether Sport Integrity Canada should assert a violation;
- Review assertion letters and all necessary correspondence and evidence for hearings and appeals;
- Work closely with external legal counsel in preparing submissions, gathering evidence, and preparing for hearings and appeals;
- Advise on World Anti-Doping Agency (WADA) Code and CADP amendments and support implementation;
- Participate in stakeholder consultations regarding CADP revisions;
- Provide legal review on atypical or suspicious findings per the CADP and WADA Code;
- Provide legal guidance in weekly results meetings to ensure consistent application of the CADP;
- Provide legal input to investigative teams in seeking substantial assistance from violators;
- Review and analyze jurisprudence rendered from relevant international bodies;
- Ensure public disclosure statements align with WADA Code obligations.
Canadian Safe Sport Program (CSSP)
- Provide legal support to the CSSP's external legal counsel as requested;
- Advise the CSSP with data retention privacy assessments;
- Contribute to CSSP legal research efforts such as reviewing Sport Dispute Resolution Centre of Canada decisions, as well as other regulatory or domestic/international safe sport decisions;
Canadian Program to Prevent Competition Manipulation (CPPCM)
- Provide legal input on Sport Integrity Canada policies related to competition manipulation
Sport Integrity Canada's Quality Management System
- Be aware and knowledgeable of the position's responsibilities within the Quality Management System;
- Comply with relevant quality system processes and recommend process changes or revisions as appropriate;
- Identify potential risks and help identify and manage risk mitigation strategies;
- Log stakeholder feedback/comments in the Quality Database for tracking and appropriate follow-up
General responsibilities
- Other duties as assigned by the Executive Director, Anti-Doping and Executive Director, Safe Sport, or the Chief Executive Officer
Qualifications and competencies
- Juris Doctor (JD) or equivalent Law Degree.
- Minimum 5 years experience as a licensed lawyer in a Canadian or equivalent jurisdiction, including regulatory, tribunal, or litigation matters.
- Knowledge of the regulatory and policy environment within which Sport Integrity Canada operates preferred.
- Knowledge of the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) and its implementation across Canadian sport systems considered an asset.
- Demonstrated success in managing multiple files and deadlines in a complex environment.
- Ability to collaborate effectively with multidisciplinary teams.
- Knowledge of the greater Canadian sport community, values-based education programs, and social change programs.
- Comprehensive understanding of current ethical issues impacting sport.
- Professional conduct, sound judgement and leadership skills.
- Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with colleagues, and stakeholders
- Demonstrated organizational, time-management, problem-solving and conflict-resolution skills.
- Proficient in MS Word, Excel, PowerPoint, Outlook.
- Excellent English verbal and written communication skills required.
- Excellent French verbal and written communication skills preferred
