Our organization:

The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.

The Enforcement Division enforces Alberta securities laws by disrupting, investigating and prosecuting breaches of those laws with a view to stopping current misconduct and preventing future misconduct.

The opportunity:

Reporting to the Director, Enforcement, this position is responsible for providing legal advice, guidance, drafting, problem‑solving, and reporting on novel Enforcement issues requiring legal expertise, strategic and critical thinking, and risk‑informed decision‑making.

This role will appeal to a seasoned lawyer who thrives on complex, high‑impact regulatory work. It is ideally suited to someone with experience in securities, administrative, or criminal law who enjoys navigating novel legal issues, and providing strategic advice in fast-moving and risk‑sensitive situations. This position is designed for an individual who is energized by drafting influential submissions to provincial, federal, and international bodies, preparing public‑facing communications on enforcement matters, and advising on enforcement‑related intelligence and disruption matters. A lawyer who values intellectual challenge, cross‑jurisdiction collaboration, and meaningful contributions to investor protection will find this role especially rewarding.

  

Key responsibilities include:

  •  - Leading the development of persuasive strategic submissions to provincial, national, and international consultations, advancing Enforcement’s mandate and objectives on emerging policy, legislative, and market conduct issues.
  • Acting as Enforcement’s lead liaison with Communications in crafting clear, compelling news releases, media responses, and investor alerts on enforcement matters that resonate with the public, while carefully managing legal risk, reputational impact, and strategic messaging for senior approval. 
  • Serving as Enforcement’s designated point of contact for Privacy Impact Assessments, coordinating with the General Counsel’s office by gathering, analyzing, and preparing Enforcement-related information and analysis to support timely, efficient, and compliant completion of PIAs.
  • Providing legal advice to divisional management on intelligence, disruption and other operational matters.
  • Participating in various operational initiatives such as preparing presentations and training, developing strategic reports and drafting speaking outlines for Director engagements.
  • Representing the ASC on national and international working groups.
  • Providing reciprocal back-up and overflow coverage with other Senior Enforcement Counsel, ensuring continuity of high-risk and time-sensitive work by stepping in during absences or peak periods, including gatekeeping of cases, legislative amendment proposals, and negotiation of settlement agreements.

 The ideal candidate will possess:

  • A law degree and be an active member in good standing with the Law Society of Alberta.
  • A minimum of 10 years of experience as a lawyer in a related area of law (i.e. securities, administrative).
  •   Regulatory experience is highly desirable.
  • Exceptional written and oral communication, and interpersonal skills, and the ability to adapt in building and foster strong working relationships with, and present to, diverse audiences. 
  • The proven ability to analyze complex information, research and interpret legislation, consult with stakeholders, and prepare strategic, and analytical documents.
  • Knowledge of administrative law and criminal law and procedure is an asset.

NOTE: The successful candidate will be required to provide a Police Information Check with results satisfactory to the ASC prior to commencement of employment.
