Johanne C. Bray Q.C. has been appointed to the position of Chief Executive Officer of the Canadian Bar Association, effective February 7, 2022.
Johanne is currently the Assistant Deputy Minister of the Departmental Oversight Branch at Public Services and Procurement Canada. In this position, she led oversight of matters related to national security, contract security, corporate security and the Integrity Regime. She also advised the Deputy Minister and Minister of PSPC on policy, cabinet, parliamentary and security matters.
Before joining PSPC, Johanne was Deputy Attorney General, then Deputy Minister of Justice and Public Safety for the Government of New Brunswick. In these positions, she provided advice to ministers and government regarding issues affecting legislative, regulatory and policy matters. She also held a number of senior leadership positions with the Canadian Red Cross, the Professional Institute of the Public Service of Canada and Carleton University.
Johanne is a lawyer by profession and has extensive experience and recognized strength in governance as well as policy development and implementation. She is also certified as a Risk Manager and as a Mediator. Johanne holds a bachelor's degree in psychology, a bachelor's degree in criminology and an LL.B from the University of Ottawa. In 2018, she was appointed Queen’s Counsel (Q.C.).
Johanne is also perfectly fluent in both official languages. She is a seasoned leader, and an energetic and loyal team player who thrives in a challenging environment.
