IRCC backlogs are significantly increased because counsel must make several requests to ensure justice for their clients. These include ATIP requests to seek reasons for immigration decisions, in the case of erroneous decisions or to seek individualized answers to questions posed on web-form applications. Counsel may also have to apply for judicial review pursuant to Rule 9 of the Federal Court Rules, to obtain the reasons for an IRCC decision.
