On behalf of the International Law Section of the Canadian Bar Association (CBA), please accept our congratulations on your appointment as Canada’s Minister of Foreign Affairs. Your portfolio is central to safeguarding Canada’s interests in a rapidly evolving international order. We look forward to supporting your efforts to strengthen the rules‑based multilateral system, advance the Canada–United States–Mexico Agreement (CUSMA), and promote Canada’s values abroad.

The CBA is a national association of more than 40,000 lawyers, notaries, academics and law students dedicated to improving the law and the administration of justice. Our International Law Section unites practitioners and scholars across public and private international law who advise governments, international organizations and businesses on treaty negotiation and implementation, dispute settlement, investment protection, sanctions, human‑rights obligations and cross‑border commerce.

Our members have appeared in state‑to‑state and investor‑state arbitrations, served on Canadian delegations at the WTO and UNCITRAL, and contributed to each phase of CUSMA—from negotiating text to litigating its provisions. With the CUSMA six‑year review approaching, we stand ready to provide practical insight on trade‑remedy risks, emerging digital‑trade issues and the alignment of environmental and labour commitments with Canada’s broader foreign‑policy objectives.

Beyond North America, the Section closely tracks developments in international humanitarian and human‑rights law, sanctions regulation, climate‑related trade measures and global regulatory cooperation. We would welcome opportunities to brief your officials, participate in stakeholder consultations or convene expert roundtables on any aspect of your mandate.
