All persons from different countries who were applicants and applied for immigration to Canada under the Quebec skilled worker program at the Quebec Immigration Office in Damascus, Syria in order to obtain the Quebec Certificate of Selection (CSQ) and whose applications were rejected, from September 2004 to July 2005, on preliminary processing without being convoked to an interview or refused after interview in virtue of an Act respecting immigration to Québec (R.S.Q., c. I-0.2, s. 3.3) and the Regulation respecting the selection of foreign nationals c. I-0.2, r.5 including section 7 of the Regulation and the Regulation respecting the weighting applicable to the selection of foreign nationals I-0.2,r.3.01-A and who were not informed of their right to apply for an administrative review in their rejection letter for reconsideration of their application.
